This component enhances local governments’ capacities through tailored training, mentoring, and knowledge-sharing. Activities include training for EU integration staff, specialized seminars, and step-by-step support for EU programme calls. Peer learning, study visits, and project implementation support ensure sustainable capacity building, improving governance and coordination in Montenegro’s EU accession process.

Support to introduce legal and institutional changes

  • Provide support to UOM to organize a consultation event with stakeholders to discuss the new amendments to the Law on Local Government
  • Provide support to develop amendments to the rulebooks on systematization in LSGs
  • Support to revise the systematization and internal organization in relevant ministries in order to include positions/ employees dealing with local self-governance

Support municipalities for establishment and operation of the EU Units

  • Provide trainings to the EU Unit staff to equip them with the knowledge and skills required for their operation
  • Provide hands on and mentoring support to the EU Unit staff in their daily operations

Support to strengthen capacities and enhance cooperation and communication on issues related to EU Integration and Management of EU Funding

  • Assist the EU Units Network to develop and implement the work-plan and organise the networking meetings

Support UoM to ensure sustainability of the training curricula

  • Upgrade the Training Curricula for local administration on EU Integration/accession processes based on Capacity Assessment findings

Support institutional and capacity enhancement of municipalities on related to EU Integration/ accession process

  • Establish 5 thematic networks of focal points to be appointed within municipal structures
  • Provide support to the 5 thematic networks with specific expertise, tools feasibility analysis of legislative framework changes, manuals, guidebooks etc
