Orlando Fusko, Programme Manager at the EU Delegation to Montenegro, and Krešimir Ivančić, an expert on EU funds and policies, attended the 51. session of the Governing Board of Union of Municipalities in Montenegro. As part of the project “Municipalities for the EU – Empowering Local Communities in the European Integration Process of Montenegro” they engaged in discussions with municipal representatives about opportunities and prospects for local governments in the EU integration process.

Orlando Fusko emphasized that Montenegro’s path to the European Union is a process that directly impacts local communities, bringing them numerous benefits. “Local governments are at the heart of this transformation, as they are responsible for delivering all the services and amenities aimed at improving citizens’ quality of life,” Fusko stated.

During the session, the Management Board unanimously adopted its position on the Draft Law on Local Self-Government. Minister of Public Administration, Marash Dukaj, underscored the importance of transparency and inclusivity in the collaboration between local and central authorities, as well as the need for a careful and gradual enhancement of decentralization within the local government system. “One of the key objectives is the introduction of a new local government unit – a city – which, based on population size and financial capacity, can provide services and exercise authority in the fields of education, healthcare, and social policy,” Dukaj explained.

Radoje Žugić, President of the Governing Board of Union of Municipalities in Montenegro, highlighted the significance of decentralization and the role of the Union in advocating for the interests of local governments. “We must be fully aware of what decentralization entails and the benefits it brings to local communities,” Žugić stressed.

The session reaffirmed the importance of dialogue between local and European institutions, as well as the need to empower local governments for the effective implementation of European policies and standards. Joint efforts and coordination among all stakeholders are essential for a successful local government reform and Montenegro’s continued progress on its path to European integration.
