The project
“Municipalities4EU – Empowering Local Communities in the EU Integration Process of Montenegro” (M4EU) is a project funded by the Delegation of the European Union to Montenegro, implemented in partnership with the Ministry of Public Administration and the Union of Municipalities of Montenegro. Our mission is to strengthen local governments, enabling them to effectively utilize EU funds, implement European standards, and actively engage in Montenegro’s EU accession process.
Through training, mentoring, and networking, we support municipalities in planning and implementing EU-funded projects, enhancing institutional capacity, improving communication on European policies, and establishing local European integration units.
We believe that European integration is not just a national process – it is an opportunity for local governments to modernize services, improve infrastructure, and enhance the quality of life for citizens. By equipping local authorities with the necessary tools and knowledge, we ensure that European standards and reforms are successfully implemented at the local level.
Overall objective of the project is to strengthen the capacities of municipalities for EU integration in order to ensure local governments are equipped with the necessary institutional, financial, and human resources to effectively implement EU policies and standards at the local level.
Specific objective is to decentralize the EU integration process by empowering municipalities to fulfil EU accession requirements.
Key Components of the Project
- Component 1 – Networking & Capacity Building
Strengthening local governments’ ability to navigate challenges and seize opportunities in the EU integration process.
- Component 2 – Communication & Awareness
Enhancing knowledge of EU policies, legislation, and standards while improving access to EU-related information at the local level.
Expected outputs:
- Capacities of local governments to meet the requirements of the country’s accession to the EU increased
- Knowledge and absorption capacities for EU financial assistance of local governments improved
- Tailored made information on EU policies, funds, and programmes disseminated to local communities and targeted groups
- Improved legal framework in area of local self-government
- Enhanced communication and synchronized priorities between central and local levels within the framework of EU accession
