The Union of Municipalities of Montenegro, with the support of the project “Municipalities for EU – Empowering Local Communities in Montenegro’s EU Integration Process”, organised the first day of consultations with municipal representatives in Podgorica on 16 October, focusing on the preparation of annual plans for community-based support and counselling services.
The consultations aimed to provide expert assistance to municipalities in fulfilling their obligations under Article 154 of the Law on Social and Child Protection, which provides for the preparation of annual plans for these services.

The discussions focused on developing draft plans for individual municipalities, taking into account the needs of local communities, available data and opportunities to further develop community-based support services.
Particular attention was given to the importance of cooperation between local governments, relevant institutions and civil society organisations to ensure that planned services respond to the actual needs of citizens, especially those requiring additional social support.
Through this activity, the “Municipalities for EU” project contributes to strengthening the capacities of local governments to plan and improve social and child protection services at the local level.

The consultations will continue on 22 October 2026, with further work on preparing annual plans for individual municipalities.
