European Youth Foundation (EYF) Grant Guide

Active Zone, as part of the services provided by the Regional Resource Centre for Non-Governmental Organisations in the Central Region, has prepared a Montenegrin translation of the European Youth Foundation (EYF) Grant Guide, thereby contributing to the celebration of International Youth Day.

The translated version of the Guide is dated 23 March 2026 and contains detailed information on funding opportunities, eligibility and application requirements, implementation of supported activities, and reporting on European Youth Foundation grants.

The European Youth Foundation is a fund of the Council of Europe that provides financial support for European youth activities and youth organisations whose work contributes to the promotion of human rights, democracy, the rule of law, peace, cooperation, and the active participation of young people.

By translating the Guide, we aim to make it easier for youth and other non-governmental organisations in Montenegro to access information about this funding source, understand the Foundation’s rules, and prepare higher-quality project proposals.

What can you find in the Guide?

Among other things, the Guide contains information on:

  • the role and priorities of the European Youth Foundation;
  • types of project and structural grants;
  • organisations eligible for support;
  • the organisation registration and application process;
  • criteria for assessing project proposals;
  • implementation of approved projects and communication of results;
  • amendments to projects, budgets, and timelines;
  • rules on eligible and ineligible costs;
  • financial and narrative reporting;
  • mandatory supporting evidence and financial documentation;
  • audits and controls of the use of funds;
  • ethical standards and safeguarding of participants in activities;
  • travel unit costs for 2026;
  • rules on co-financing and contributions from other sources.

The translation covers the entire content of the original document, including tables, financial rules, useful links, and all five annexes to the Guide.

The translation of the Guide was prepared as part of the support that Active Zone provides to non-governmental organisations through the Network of Resource Centres of Montenegro.
