The First Call for submission of project proposals under the IPA III Cross-Border Cooperation Programme Montenegro – Albania 2021–2027, with a total value of €7.48 million, has been published.
The deadline for submitting project concept notes is 31 October 2025.
The total budget allocated under the First Call is distributed by thematic priorities:
- Thematic Priority 2: Environmental protection and promotion of climate change adaptation and mitigation, risk prevention and management – €3,740,000
- Thematic Priority 5: Tourism, cultural and natural heritage – €3,740,000
Projects in the field of environmental protection will be supported with amounts up to €600,000, while projects aimed at developing tourism and valorising cultural and natural heritage will be allocated up to €750,000. The maximum project duration is set at 30 months.
The municipalities in Montenegro covered by the programme are: Andrijevica, Bar, Berane, Budva, Cetinje, Danilovgrad, Gusinje, Kolašin, Petnjica, Plav, Podgorica, Rožaje, Tuzi, Ulcinj and Zeta. In Albania, the programme covers: Shkodra, Malsi e Madhe, Vau i Dejës, Puka, Fushë Arrëz, Lezha, Kurbin, Mirdita and Tropoja.

This Call offers an opportunity for local governments, organisations and partners from Montenegro and Albania to contribute through joint initiatives to environmental protection, strengthening resilience to climate change and risks, as well as developing tourism and preserving cultural and natural heritage.
