Serbia–Montenegro Cross-Border Cooperation Programme 2021–2027 under the Instrument for Pre-Accession Assistance (IPA III)

The Ministry of Finance of the Republic of Serbia, Department for Contracting and Financing EU Funded Programmes (CFCU), in cooperation with the Ministry of European Integration of the Republic of Serbia and the Ministry of European Affairs of Montenegro, hereby publishes the Call for Proposals under the IPA III Serbia–Montenegro Cross-Border Cooperation Programme.
First Call for Proposals
The call is open for project proposals addressing the following areas:
Thematic Priority 1: Employment, labour mobility, and social and cultural inclusion across borders
Thematic Priority 2: Promotion of tourism, cultural and natural heritage
Projects will be financially supported from the IPA III budget of the Serbia–Montenegro Cross-Border Cooperation Programme for the years 2022 and 2024.
Programme Area Includes:
In the Republic of Serbia:
- Municipalities of Priboj, Prijepolje, Nova Varoš and Sjenica (Zlatibor District);
- Municipalities of Kraljevo, Vrnjačka Banja, Novi Pazar, Raška and Tutin (Raška District);
- Municipality of Ivanjica (Moravica District).
In Montenegro:
- Municipalities of Andrijevica, Berane, Bijelo Polje, Gusinje, Kolašin, Mojkovac, Nikšić, Petnjica, Plav, Plužine, Pljevlja, Rožaje, Šavnik and Žablja
Submission of Project Proposals
Project proposals should be sent by post, delivered in person, or submitted via courier service to the following address:

Deadline for submission: 26 January 2026
(In case of personal delivery, the deadline for receipt is 15:00 local time on the same day.)
Applications submitted after the deadline will be excluded from the evaluation process.
