The Union of Municipalities of Montenegro has published the Handbook for Drafting Local Government Regulations, authored by Dragan Šoć, the first publication of its kind in Montenegro aimed at improving the quality, consistency, and harmonisation of local regulations.
The Handbook provides practical guidance for the preparation, drafting, and adoption of local legal acts, including an overview of key legislative drafting rules, examples of good practice, and recommendations for enhancing the regulatory work of local governments. Its objective is to strengthen the capacities of local self-government units, improve legal certainty and the efficiency of local authorities, and support the alignment of local regulations with national and European standards.
The publication is intended for local government employees, councillors, and all other stakeholders involved in the preparation and adoption of local regulations. The design and printing of the publication were supported through the project “Municipalities for the EU – Empowering Local Communities in Montenegro’s European Integration Process”, funded by the European Union.
